03/04/2026Government of Montenegro Should Respond to Allegations of Arms Trade with Israel
Non-governmental organizations and civic activists have sent a letter to the Government of Montenegro demanding that the public be urgently informed about any possible export, import, or trade in arms and military equipment with Israel, and that all valid contracts, agreements, and permits in this area be disclosed. The letter was sent to Prime Minister Milojko Spajić, Minister of Defence Dragan Krapović, and Minister of Foreign Affairs Ervin Ibrahimović.
In February 2026, the Embassy of Palestine in Montenegro condemned the “continuous cooperation between the Ministry of Defence of Montenegro and the Israeli army and its military industry”. In addition, a BIRN investigation from August 2025 indicated that “the Ministry of Economic Development, with the consent of the Ministry of Foreign Affairs, the Ministry of Defence, and the Ministry of the Interior, issued two permits for the export of weapons to Israel in March and April 2024, during the military offensive on the Gaza Strip.” To this day, the competent ministries have not publicly responded to these claims, which underscores the need for full transparency and precise information for the public.
Our organizations and activists express the strongest possible opposition to any form of trade in arms, military equipment, or any other type of military cooperation between Montenegro and Israel, Israeli companies, or intermediary companies, as long as the military offensive in Gaza continues — an offensive which the International Court of Justice has found entails a risk of genocide. We also recall that the International Criminal Court, of which Montenegro is a member state, issued arrest warrants on 21 November 2024 for the Israeli Prime Minister and former Minister of Defence for crimes against humanity and the war crime of starvation as a method of warfare.
Under such circumstances, no form of cooperation can be considered neutral or technically justified — every shipment of arms, every permit, and every contract potentially contributes to systematic crimes against the Palestinian civilian population. Montenegro, as a state bound by international treaties and its own Constitution to respect international law, must not be a partner in a supply chain leading to war crimes and genocide.
For this reason, we demand that the Government of Montenegro, without delay, publish complete and precise information on all forms of arms trade and military cooperation between Montenegro and Israel that have been in force in recent years, and that it urgently suspend such trade or cooperation if it exists.
