PUBLIC CALL FOR SUBMISSION OF OFFERS
for the engagement of an expert to update the manual
“Combating Hate Speech – European Standards and Practice”
Human Rights Action hereby announces a public call for the submission of offers for the engagement of an expert to update the existing manual on combating hate speech.
- Subject and purpose of the engagement
The subject of this call is the selection of a service provider to update the content of the existing manual (from 2021) in line with developments in international standards, European and domestic practice, as well as relevant regulations and institutional mechanisms during the period 2022–2025.
The purpose of the engagement is to produce an updated version of the manual as a clear and practically useful tool for understanding and combating hate speech.
Task description
The selected service provider will:
- review the existing 2021 manual;
- identify the sections that need to be updated and supplemented;
- update international and European standards, as well as relevant case law of the European Court of Human Rights and other bodies;
- update the domestic and/or regional legal and institutional framework;
- include new examples of relevant practice from the period 2022–2025;
- improve the structure and clarity of the publication, where necessary;
- submit the final text ready for proofreading and graphic design preparation.
Expected results
The selected service provider is expected to submit:
- the first working draft of the updated manual;
- the final version of the manual following the contracting authority’s comments;
- a brief report on the completed update.
Profile of the service provider
Eligible applicants are natural and legal persons from Montenegro and abroad who have:
- higher education in law, human rights, political science, media studies, social sciences, or related fields;
- at least 7 years of relevant experience in the field of human rights, anti-discrimination, freedom of expression, media law, or related areas;
- experience in drafting, updating, or analysing expert publications and related documents;
- excellent knowledge of international and European standards in the field of hate speech and freedom of expression;
- experience in analysing legislation and judicial/institutional practice.
Preference will be given to applicants with experience working on issues related to hate speech, discrimination, freedom of expression and the case law of the European Court of Human Rights.
Content of the offer
Interested applicants should submit:
- a biography/CV;
- a financial offer stating the total gross amount;
- references for at least two similar engagements or examples of relevant work.
Period of engagement
The planned duration of the engagement is two months from the date of signing the contract.
Selection criteria
The selected applicant will be the one who meets the requirements of this call and submits the highest-quality and most financially advantageous offer.
Method and deadline for submission of offers
Offers should be submitted electronically to the following email address: hra@t-com.me, with the subject line: “Offer for updating the manual on combating hate speech”.
Deadline for submission of offers: no later than 20 February
Late and incomplete offers will not be considered.
