Attorney Veselin Radulović has filed two criminal complaints with the Special State Prosecutor’s Office and two lawsuits with the competent court for the determination of mobbing, covering officials and employees of the Ministry of Interior, the Police Administration, CEDIS, as well as the political party Democratic Montenegro.

The allegations from the complaints and lawsuits point to violations of the law and abuse of authority, including:

– repeated unlawful determinations of “security obstacles” for employees of the Ministry of Interior without obtaining the mandatory opinion of the National Security Agency (ANB);
– repeated denial of the right to defense for police officers by classifying reports on “security obstacles” as secret;
– widespread use of unverified or fabricated operational data as the basis for suspensions;
– targeting lawyers, journalists, and human rights activists who expose irregularities by labeling them as members of criminal clans, thereby endangering their safety;
– suspicious public procurement procedures, including the purchase of police vehicles and awarding contracts for the trial use of radars without public tendering, in favor of companies from the Republic of Serbia and the Republic of Srpska;
– political hiring and other abuses within CEDIS;
– prolonged mobbing of police officers through humiliation, exclusion from work, uneven workload, and damage to their reputation.

Particularly alarming is the claim that these actions were organized and coordinated within the ruling political party, which points to the possible existence of elements of the criminal offense of creating a criminal organization.

For all these reasons, we expect the Special State Prosecutor’s Office to urgently and thoroughly investigate all reported cases and inform the public of the results.

Citizens have the right to know whether institutions have been misused for political and private interests, to the detriment of legal security and the public interest.
