21/12/2015 – PARLIAMENT SHOULD INITIATE PROCEEDINGS AGAINST MP RADULOVIĆ DUE TO THE INCIDENT AT VIJESTI

Human Rights Action (HRA) sent a letter to the President of the Parliament of Montenegro, Ranko Krivokapić, and the President of the Parliamentary Committee for Human Rights and Freedoms, PhD Halil Duković, regarding the incident that took place on 9 December at the media outlet Vijesti premises, when MP and Vice President of the Parliament of Montenegro, Dr. PhD Branko Radulović insulted and threatened all employees present. HRA asked Mr. Krivokapić and Radulović whether any proceedings will be initiated against MP Radulović for violation of the Code of Ethics of the MPs. The letter is available in Montenegrin here.

HRA considers it necessary that the competent Parliamentary Committee for Human Rights and Freedoms conduct proceedings in accordance with the Code in order to prevent such behaviour of the MPs in the future. HRA is aware of the fact that the sanctions provided for violations of the Code of Ethics of MPs – a Warning and Removal from Parliamentary Sessions – are likely to not have any effect in this case, as the coalition Demokratski front, i.e. Pokret za promjene, a party whose member Radulović is, does not participate in the work of the Parliament anyway. However, a reaction of the Parliament is needed especially because in this particular case the apology of both the MP and the party he represents in the Parliament lacked.
