Deeply shaken by the tragic incident on the cable car at Savin Kuk on Durmitor, in which one person lost their life, another was seriously injured, and three others were placed in grave danger, we call on the competent institutions to urgently conduct an investigation and to re-examine safety standards and oversight of public transport systems at mountain tourist destinations.

This incident, most likely caused by a malfunction of the cable car, points to serious failures in equipment maintenance, as well as to the potential inefficiency of supervision and inspections that should have prevented such a tragedy.

The state has a positive obligation to protect the right to life of all persons on its territory through adequate risk prevention, effective inspection of technical systems, and timely responses to known dangers. At this moment, it is essential—without concealment—to professionally establish and publicly disclose all the circumstances that led to the loss of life and to clearly identify responsibility, in order to prevent similar tragedies in the future.

In accordance with international standards, the state is obliged to conduct an effective investigation into the cable car accident—one that is prompt, independent, and thorough—and to make its findings public, together with concrete recommendations and measures to improve the safety of tourist facilities, particularly those that pose risks to life and health.

The right to life is not merely declaratory—it requires the state to take all reasonable measures to prevent foreseeable threats to human life.
