26/03/2013 The report “Prosecution of Torture and Ill-Treatment in Montenegro” was presented today

The report “Prosecution of Torture and Ill-Treatment in Montenegro”, as part of the project “Monitoring Respect for Human Rights in Closed Institutions in Montenegro”, which has been conducted for two years by NGO Action for Human Rights, Centre for Anti-Discrimination EQUISTA, Centre for Civic Education and Women’s Safe House, in cooperation with the Belgrade Centre for Human Rights and the Latvian Centre for Human Rights, was presented today.

At the presentation of the report speeches were given by the Deputy Prime Minister and Minister of Justice Duško Marković, the Head of Operations at the EU Delegation to Montenegro Andre Lys, the Executive Director of Human Rights Action Tea Gorjanc Prelević, lawyer and the author of the report Luka Stijepović, the Deputy Supreme State Prosecutor of Montenegro Veselin Vučković, the Protector of human rights and freedoms in Montenegro Šućko Baković, the Secretary of the Ministry of Interior Dragan Pejanović, a member of the Council for Civil Control of the work of Police Aleksandar Saša Zeković, lawyer Radomir Prelević, and Milan Šaranović from the Centre for Anti-Discrimination EQUISTA.

Two books that were provided as part of the project were also published today:

“The prevention and punishment of torture and other ill-treatment – a manual for judges and prosecutors,” by dr Ivan Janković, lawyer and member of the European Committee for the Prevention of Torture from Serbia and Radmila Dragićević Dičić, President of the Appellate Court in Belgrade, published by the Belgrade Centre for Human Rights in 2011 and

“The prohibition of torture, inhuman or degrading treatment or punishment – a collection of judgments of the European Court of Human Rights”, edited by Žarko Marković, Human Rights Action, Podgorica, 2013.

These publications are provided for prosecutors and judges, with competence in handling criminal cases of torture and ill-treatment. Others who are interested may contact our office.
