14/3/2016 – BEGINNING OF PROJECT “BEYOND EXCLUSION – EFFECTIVE RIGHTS FOR MENTAL HEALTH PATIENTS“

NGOs Human Rights Action (HRA), Center for Women and Peace Education – ANIMA and Mental Disability Advocacy Center – MDAC from Budapest, started implementing project “Beyond exclusion – effective rights for mental health patients”, supported by the European Commission, through Delegation of European Union in Montenegro. To the end of successful project implementation, a Memorandum of cooperation with the Ministry of Health has been signed on 1st of March.

Within the project HRA, ANIMA and MDAC will advocate for determining and addressing social distance towards people with mental health issues, promotion of human rights of patients with mental health issues and adoption of sustainable model of deinstitutionalization of patients whose mental state does not require further hospitalization. In order to achieve more efficient implementation of recommendations of international expert bodies (CAT and CPT) to Montenegro, monitoring of respect for human rights of patients hospitalized in mental-health institutions in Montenegro has already begun.

HRA and MDAC will analyze implementation of the Law on Non-Contentious Proceedings regarding involuntary placement in psychiatric hospital and removal of legal capacity, and ANIMA will conduct gender based research on women as psychiatric patients.

HRA, ANIMA and MDAC will support the projects of local CSOs who could contribute to the improvement of occupational therapy in psychiatric hospitals and reintegration of their patients into society.

The planned project implementation period is 18 months.
